Introducing our Community Council

Eric MacArthur

Mayor

Eric was born and raised in Poplar Grove.  He moved to St. Catherines with his family in 1979, becoming involved when the Lloyd Inman Memorial Park was being developed. 

He first joined the West River C.I.C as a councillor, then as Chairman -- which is the position he has held for over 30 years. Eric has always been interested in representing the ideals of the people of his community, and in making West River a better place to live and raise our children. 

Wayne Carver

Councillor

A fifth generation of West River, Wayne grew up in Parkdale, PE before embarking upon a 35-year career in the Federal Government.  He served in Nova Scotia and Ottawa before returning to the Island in 2001.

Wayne is interested in his community and enjoys working with his friends and neighbours with the goal of making our area a great place to live.

Shaun MacArthur

Councillor

Shaun grew up in St. Catherines before moving to Ontario in 1998 to attend RCC College of Technology.  He returned to St. Catherines to build his home -- right behind where he grew up -- and resides there with his wife and two daughters.

Shaun cares for his community and neighbours and hopes to help the area continue to grow and prosper.

Chad Stretch

Councillor

Chad was born and raised in Long Creek -- he and his wife Nancy (MacDonald) built their home and raised their four children here (they now have 9 grandchildren!).  Along with his brother (Wayne), Chad built cabinets and woodwork for 15 years in a shop converted from their father’s barn.


Chad has been a Councillor for several years, and is passionate about working together with his neighbours to preserve our rural way of life. He is currently one of two representatives for West River on the Working Group planning for amalgamation.

Bill Grant

Chief Executive Officer

Bill has been our CAO since 1987.
He was a resident of St. Catherines from 1977-2004,
and currently lives in Charlottetown.

Matt Thomson

Councillor

Matt grew up in Long Creek before moving to attend UPEI in 2001.  After stints in South Korea, Charlottetown and Cornwall, he returned to the community in 2017 (bringing along his two children and his partner) -- and settled back in to the farm house that his great-grandfather built.

Matt is passionate about maintaining and maximizing the rural experience -- organizing several local events, advocating for the support of local business, and encouraging residents to get out and enjoy our community.
